His Excellency Mr. Ma'moun `Abdul-Qayyoum, President of Maldives,

I acknowledge the receipt of your Excellency's message of congratulation on the occasion of victory of the Islamic Revolution and victorious uprising of the noble and great Muslim people of Iran and extend my appreciation. It is hoped that other shackled deprived and oppressed peoples of the world inspired by the life-giving school of Islam would rise up against colonialists and deliver themselves from the domination of colonization.
