His Excellency Mr. Throng Chin, Chairman of the Government Council of the Socialist Republic of Vietnam and Mr. Fam Wan Dong, Head of Council of Ministers of the Socialist Republic of Vietnam,
I acknowledge the receipt of Your Excellencie's message of congratulation on the occasion of victory of the Islamic Revolution and the victorious uprising of the noble and great Muslim people of Iran and extend my appreciation. It is hoped that other deprived and shackled peoples of the world by reliance on the One God would revolt against colonialists and world-devourers and be rescued.
