In the Name of God, the Compassionate, the Merciful
[After hearing the rapport of Mayor of Tehran, the Imam said:]
In view of the fact that a heavy burden of the revolution is on the shoulders of the oppressed class who are content with small and simple facilities, it is our duty to concentrate our activities and attention in the deprived places, especially south of the city which had been left unheeded by the previous regime.
[While underlining presence and patience of the officials in dealing with problems, and the importance of observing of religious standards, the Imam continued:]
Those who enjoy more social facilities and services can fulfill their duty through paying reasonable taxes and avoiding extravagance.
