Your Highness Ayatullah al-`Uzma Imam Khomeini, may your presence endure,
With apology, please state your view on the following two questions:
Who is entitled to diagnose the subjects unrelated to the inferred materials of religious narrations and proofs? If the matter rests with common law, can Mujtahid (religious authority) determine the instances of common laws or should he leave it to the common laws? If the view of a follower were different from that of a Mujtahid, that view is binding?]

The criterion is common law, and if there is a difference between a Mujtahid and his follower, common law should be referred to. If each one of them claims this is the common law, each one should follow his own view.
