At first, I extend my congratulations on the blessed feast of Qadir. I acknowledge the receipt of your telegraph in which your Eminence had expressed concern over the authorities given to the Majlis. The mentioned authorities are about identification of the subject which common law and religious law assign to common law and the Majlis represents common law and the representatives are part of common law. In case there is disagreement in law, there are organizations to supervise. The Guardian Council has the right to interfere in case there is a mistake in a secondary or primary decree. However, according to the law the Guardian Council does not have the right to identify the subjects. At the same time, I summoned the officials to warn them that if they act contrary to the Sharia or transgress upon the secondary laws, I would not stay silent and that the distinguished `ulama' in cities would also supervise the affairs.
But I must explain some points as your Eminence only sees one side of the coin. If the feudal situation, stockjobbing and landholding persist and the noble classes continue being indulged in debauchery in European countries, in contradiction to religious standards, without their conditions being subject to investigation while large classes of the poor work for them in contrast to standards and lead a life of object poverty, Islamic government, Islam and the constitution should be done away with. Affairs which are required for preserving the Islamic establishment, are vital, and whose enactment or abandonment may create corruption can not remain as they are at the request of a few groups supporting the landholders, thus triggering corruption. Rest assured that there is a great danger in this side. There is no danger in that side. By the rule of secondary decrees, some limitations will be in place abandonment of which gives rise to enormous threats. You should be sure that neither the parliamentarians nor the government leans towards the left.
And none of what is being done is left-oriented. I hope that with the supervision of `ulama' in cities, no Shariah command, whether primary or secondary rules, will be contravened. Let me say that I do not want the accusation leveled against the clergy for many years to the effect that the clergies support the big landholders and capitalists, thus doing oppression to the people, be proved.
