Your Excellency Zayed bin Sultan Al-e Nahyan, President of the United `Arab Emirates,
I acknowledge the receipt of your telegraph of congratulations on the new lunar year with appreciation. Reciprocally, I extend my congratulations to you and the Muslim brothers of your country on the new lunar year. I hope in this new year Muslims will make greater efforts to act according to the holy Islamic rules and help this brilliant religion develop in the world. I also hope that they will stop the uncommitted and wayward rulers who encroach upon life and property of Muslims in the name of Islam and destroy residential quarters and civilians with bombs and missiles as is being done by the Ba'ath Iraqi regime day and night. It is hoped that Muslims will not refrain from displaying protest and resentment against such brutal acts. This is the least duty an individual Muslim could do. Do not forget the prophet who said:" He who hears a man calling O, Muslims help me, and does not respond to him, is not a Muslim." «1» May God's peace be upon you.
