Your Excellency Ma'moun `Abdul-Qayyoum, President of the Maldives,
I received your telegraph of congratulations on the new lunar year with appreciation. Reciprocally, I extend my congratulations to you and hope that you are aware about the situation our nation has been experiencing, with each day our border cities being subjected to missile attack and fire bombs by the Ba'ath regime of Iraqi and mercenaries of criminal America. It is hoped that in this critical situation you will not spare the expectation of our Muslim people and will not refrain from protesting against these atrocities which are unfortunately committed in the name of Islam. It will not be out of place to remind you of holy narration in which the prophet said:" He who hears a man calling O, Muslims help me, and does not respond to him, is not a Muslim." «1»
