Strengthen fiqh (jurisprudence), strengthen the principles of fiqh. For this purpose, it is necessary to invite the gentlemen who are competent to accomplish the task. You need not set up a seminary with one hundred or two hundred. Start with two people. Things will thrive later. If works are for God, it will succeed, whether with two, ten or hundred people. If this work is done by establishing a theological seminary to impart strong scholarly aspects, and to provide moral edification, hopefully your Excellency's purpose would be fulfilled with the grace of God.
I would like to reiterate again that you should not be disappointed. This seminary has experienced many ups and downs in reaching the stage you observe. Of course, with this population it will not be possible to control this population. There is not doubt that it is infeasible. It is not workable by force as well. This should be done with leniency, admonition, morality, and similar means. I hope gentlemen like you would be successful in accomplishing this task. Since I should not speak too much, I seek your apology. I beseech God Almighty to grant health to all the gentlemen.
Finally, this country, this Islamic country, this Islam belongs to you. The clergy is the axis of Islam. The number of people now sitting in this small room and comprising the eminent men of seminaries bears great responsibility. They should protect the trust reiterate that God has granted you. Wherever they are, they should invite people to resist. Do not let laxity overtake them. If the revolution has reached this stage, it has been because of the resistance of the clergy and the nation. The gentlemen should preserve this nation. Friday prayer leaders are more responsible to preserve the nation in the present state. Our revolution has not yet bore fruit and we hope it will. However, you should not let people to be disappointed. Certain groups might not discourage and despair people. You should strengthen the people, and their hearts. Move forward with strong heart just as today when your youth are strong. When one looks at them, one will envy. God knows that when I see this population welcoming death with open face I get uneasy of the fact that why we are like this. May God protect them for you and you for them! Invite the people to resist and be present at the scene so that with their presence the job is done. It is hoped that it will soon be accomplished. Now you see the situation has changed drastically in your favor and in fact in the favor of Islam.
