Presenting report to people on performances

I congratulate the gentlemen on the Government Week and for succeeding to obtain the Majlis vote of confidence. Our government is so good-willed that it does not cite its performances. I have said time and again that let people know what you accomplish. Once you undertake a project in Sistan, situated in a remote location, people would not become aware of it, you should constantly present the services you render. I know you have rendered great and valuable services. Keep the people informed of your services. Do not act as sanctimonious people lest people might think so and so. Today the world is against you and against your government. They have been mobilized against Islam and want to find an excuse and make it conspicuous and say whatever they wish. One of the things that might be said is that the government has done nothing for the people. You have seen that some individuals have said so. Right! Some of these persons do not have ill intention, but people should understand what the government has done for them. This is a rule. From the outset when a government is established, it brings whatever it does to the notice of people. People should know that big feats the government has done. Now that the opportunity has been provided and the Government Week has been declared, government should give greater regard to this point. Two or three of the gentlemen in their ministries should present the works they have done for the people. In a day, they should tell people what the Islamic Republic has done for them in the past few years despite all the difficulties they had. This should be cited so that people would understand what the government has done for people despite the problems it faced. This was a point that I should have told you. We have been derelict and should compensate.

Entrusting the affairs to people and supervision of the government

Another subject- you know well- is that people established this government and republic and not all the people, but these bare-footed people, the bazaar, the middle class and the deprived people. The pressure was on them. The downtrodden people shouldered the burden of the revolution. If one observes the street demonstrations mounted by the people in time of the former regime and in early post-revolution days, one will see how many affluent people and how many deprived people are among the demonstrators. It is the deprived people who did it. Therefore, your government is the government of the deprived. It should work for the deprived. I deem it necessary to say that, the government cannot do anything without the support of people. The governments can act without people's support that do not want to work for people, but wanted to work for their masters, thus mobilizing themselves for that purpose. They were not concerned as to what goes on in Balouchestan, in Kerman and elsewhere. They had nothing to do with these matters. You who want to serve all, the 40 million populations, a limited government cannot do. It should keep the 40 million populations in the scene. To keep them in the scene means that you involve in them the works. Do not push aside the bazaar. The things that the bazaar cannot do and is obvious that it cannot do, the government should do. Do not prevent bazaar from doing things it can do. It is not religiously sanctioned to inhibit the bazaar. People should not be deprived of their privileges. The government should supervise. For instance, the government should let people free to import goods from abroad as much as they can. Both government and people should import. However, the government should supervise lest a good that contradicts the interests of the Islamic Republic or the shari`ah should not be brought in. Of course, supervision does not mean to let them free to fill the market with luxury goods as was prevalent in time of the former regime. As regards trade, industry and the like, if you do not make people into a partner, you will not be successful. One cannot meet the needs of a large population without them entering into partnership. Take agriculture for example. The government cannot engage in cultivation. It should support agriculture so that farmers can cultivate. So are trade and industry. Government should handle the industries people cannot manage. The works that both government and people can do, the government should let people do along with the government. Do not withhold the people, but exercise supervision lest people should not go astray. Beware lest they import a type of good that counters Islam and the interests of Islamic Republic. This is a very important matter in my opinion. I have said time and again and the gentlemen have also promised to comply but I do not know how much they have acted accordingly. In any case, this is an important question that we should regard.

Checking emergence of discontent in offices

Another subject that I would like to treat is that the gentlemen who have obtained the vote of confidence from the Majlis should feel that their responsibility has increased. The Majlis voted for them and I should thank the Majlis. The deputies should now think of retaining the people. One of the ways for doing so is that ministries and offices should not create discontent. It is advisable that in every ministry the president, or let us suppose the prime minister should assign two or three officers to inform them if any complaint is lodged against the staff of the ministry. This act is per se effective in restraining a program to be performed at a ministry from going astray. You know that we have succeeded to and replaced a regime, which encouraged its men from top to bottom, excluding a few, to secure their own interests, not being concerned with attending to the public needs. These men are also working for the Islamic Republic. We cannot deny it. They are everywhere and might be disposed to create discontent among people. What is better than making people dissatisfied in offices? Let us suppose one goes to an office where his work is not handled properly, send and is on wild goose chase. I do not say such is the case, beware of such treatments being done. It is therefore advisable to work out a procedure so that people would be ensured that there is a source they can refer to if an anti-revolutionary wants to do some meddling, he/she would be called to account. By and large, we need the people. The Islamic Republic needs the people to the end. It is the people who have brought the republic to the present state. It is the people who should push forward the revolution to the destination. It is you gentlemen and ministries and offices that can keep people satisfied. There might also be individuals who, God forbid, trigger discontent. You should decisively deal with such cases. You are not obliged to keep all those having been working in an office, even counter-revolutionar. Expel such people, who insist on remaining anti-revolutionary, to go after their business. However, if there are individuals who do a minor wrong out of ignorance or so, advice them to do properly and not make people dissatisfied. Anyhow, we should retain the people. As the gentlemen admit, it is not possible to work without people's support. Support does not mean that people cry Allahu Akbar (God is the Greatest). This is not support. Support means cooperation for example in trade. Provide them opportunity to cooperate. When you gave them opportunity, people will help you. It is not true that the bazaar from top to bottom is God forbid composed of corrupt people. Of course, corrupt people are also found among the bazaar people. Profiteers are also found among them. It is obvious. However, upright, righteous and efficient people are many in bazaar. The majority are not offenders. Those committing an offence are few in bazaar. Which group can you find not being like this? All groups are like this. There are always corrupt ones among a population. Therefore, we should provide opportunity for people. You should act as in the case of agriculture. You support the agriculture and the farmers cultivate. In affairs people are capable of handling, government should support the people to act. If you act thus, people will bring in the capitals they might have refrained from bringing to the bazaar and the banks. They will help you after resting assured. Another merit of such treatment is that people who presume that Islamic Republic does not want to work for people realize that it does and then come to help the government. The individuals who live outside of Iran and are not anti-revolutionary but have been unreasonably frightened by propaganda trade of the foreigners would realize the untrue nature of these propaganda efforts. The poor people living abroad have been frightened by that if they arrive in Iran, they would be instantly arrested by pasdars and treated in such and such a manner. This is the propaganda campaign against us in the world. We should do something to thwart these propaganda efforts. We cannot force our way by propaganda, because our apparatuses are limited and theirs unlimited. The world is in their hand and their propaganda apparatuses are limitless.

End of supremacy of superpowers

We should tell all governments and everywhere to dismiss the idea that can return and start against (what they were previously doing). The world can no longer accept such treatments. The situation of the world has so changed that it cannot accept all to be slaves and a few masters. It is no longer feasible. It is not possible that the US, France, Soviet Union and a few other countries be masters and several billion people of the world obey them. The time for this mentality is over. These countries should mend their ways and appreciate that the time is over to deal as in the past. Formerly things were different. The world has now changed. New developments have emerged. Iran demonstrated that it is possible to stand against hegemonic powers. Those who are sitting there and carrying out explosion and blasts should know that such things are no longer effective. Such acts only deepen the people's hatred of them. If they want to exonerate themselves, people would hold responsible them. You have acted in a way that everywhere any corruption is observed; people hold responsible the munafiqin, the monarchists and other counter-revolutionar. Why should you behave like this that any corruption should be ascribed to you? Then you sit there and claim that people side with you and that you are so and so and order people to do such things. These are childish remarks that spoil your life. Now that you have escaped the country and that France is your supporter, you can stay there and live there, also feeding from France and other places. Of course, these remarks are due to that same purpose or they are not such fool to presume Iranians are expecting them to return or write may we be the ransom for you. They know about these things, but they make such remarks in order to win their hearts. They offer such remarks for their own nourishment. Well! If this is the case, let me feed." O, God! Embroil oppressors with oppressors God willing." I hope you are successful. What counts is that you should serve the oppressed people who have served you. To serve them you should get the bazaar people involved and make them a partner. Protect those who can produce small industries and other businesses such as, of course, those which the government cannot afford. What the government can and the former cannot should be accomplished as well. I wish you success prosperity and healthy.
