His Holiness Ayatullah al-`Uzma Imam Khomeini, May his sublime presence endure:
By offering greeting and highest regards, I beg to make a remark that Hujjat al-Islam Haj Shaykh Hadi Rowhani, Your Excellency's representative in Mazandaran and Friday prayer leader of Babol who is among the sincere lovers of that honorable Imam and who plays a part in rendering service to Islam and Muslims and the glorious Islamic Revolution and who has received several cases of written and oral permission to collect and spend religious dues and other samples in the permissions, it is over 20 years that he offered the holy shares collected from your followers in lump sum to your brother Ayatullah Pasandideh, May his presence last long, and after the victory of revolution to Your Eminence. He contended with his signature in submitting the receipt to those paying the holy shares. Now, in consideration of some aspects, I deem it necessary to ask permission from your Eminence if I should submit the list of those paying the holy shares along with the sums to the office of that dear Imam to issue receipts signed by your seal? Or as before I can issue the receipts by my signature? I look forward to receiving our order.

[You are notified as follows that the great school of religious sciences of Babol under the name of Sadr School that is of central importance as compared to theological schools of the province and is needed and used by the clerics of the city and students of theology there has become useless due to old building and damp. Two-thirds of the school is now unusable. However, due to urgent need of theology students of the province, it was deemed necessary to reconstruct the school gradually. This has been started with the advice of the esteemed clerics of the city under the supervision of Hujjat al-Islam Rowhani and is hoped that with God's favors and blessings of the prayer of that honorable Imam and godly efforts of benevolent people it will be completed well. In case the income obtained from endowments of the school and donations of benevolent people used for reconstruction of the school, do you permit the holy shares to be earmarked for this purpose to the necessary extent by observing priority?
