As you, Messrs Hashemi Rafsanjani, substitute commander-in-chief of the armed forces; Mr. Jaza'iri, Friday prayer leader of Ahwaz; esteemed Prime Minister, governor general, prosecutor and director general of Khouzestan Province Intelligence believe that the mischievous individuals and corrupt and anti-revolutionary Shaykhs who are predominantly linked to Iraq and foreign-based anti-revolutionary forces should be dealt with and as Khouzestan Province is embroiled in war and this treatment cannot go its natural and legal procedure and need to be acted immediately, a delegation comprising Messrs Governor, Director General of Intelligence, Prosecutor or their representatives in that province are unanimously authorized to deal with the enemies of God as they deem advisable. They should avoid any oppression to innocent people.
