[Mr. Mir Husayn Mousawi, Prime Minister, in a letter to Imam Khomeini has written:
"1. The inconceivable welcome accorded by the Islamic ummah to participate in the Karbala Hikers caravans has confronted the government with new dimension of war organization and management and expenses. In fact, the government considers supply of expenses necessary for participation of these enormous popular and touching caravans that are selflessly prepared to suppress the aggressor regime to be unquestionable.
2. Military and disciplinary organizations have mobilized its human forces and physical budget and resources in the cause of war in addition to fulfillment of its legal and Islamic duties as much as possible, something that has triggered noticeable debts to other organizations.
3. The budget passed in 1364 AHS for provision of additional expenses required for war is not sufficient and the pressure exerted by these expenses on the government's general budget is notable"
In continuation of his account, the Prime Minister points to the figures required. With a view to the opinion of Mr. Hashemi Rafsanjani, representative of Imam Khomeini in the Supreme Defense Council, has called for permission of transfer of the sum demanded to the government through the Central Bank. In response, Imam Khomeini has written:]
