With appreciation of the valuable efforts Messrs. Muhammad Muhammadi Gilani, Muhammad Mousawi Bujnourdi, Sayyid Muhammad Abtahi, and Mahdi Qadi, this is to notify that the Amnesty Council, has the same discretions as in the past. The only difference is that from now on, requests will be transmitted to me through the honorable Chief Justice of the Supreme Court.
