[Chief Justice in a letter dated Ordibehesht 1364 addressed to Imam Khomeini explaining the rules and conditions of the Judicial Power for amnesty of the convicts of the general and revolutionary courts and exception of cases proposed as the following:
1. Fraudulent from 500,000 rials and bribery from 50,000 rials above and illegal confiscation of public property and plundering the public treasury,
2. Armed robbery, banditry in highways, thefts with aggravating scale subject of articles 222-223 and 225 of public penal code,
3. Breach of trust and fraud bearing conviction over one year,
4. Rape by using coercion,
5. Crimes subject of law dealing with severity of punishment of kidnappers passed in 1345 AHS and crimes subject to aggravation of punishment of violating drivers passed in 1335 AHS and article 153 of ta`zirat (punishment below the full amount prescribed by the Islamic law),
6. Chief importers, manufacturers and distributor active in smuggling bands,
7. Hoarding,
8. Hijacking,
9. Crimes of anti-revolutionary groups (rebels and corrupts), effective misleading individuals and spies, have begged the viewpoint of Imam Khomeini who has given his endorsement.]
