In the Name of God, the Compassionate, the Merciful
Thank God, with the confirmation of God Almighty and good prayer of the Great Waliyullah; during four years of presidency of Islam rolled on in good order, soundly, powerfully and proudly. The great and brave people of Iran rose up against all plots and propaganda ploys of the enemies of Islam who had been unified to put out the light of God and great Islam to drive out the noble and struggling people of Iran from the scene. Iranian nation thwarted the plots aimed to prevent the roaring flood and iron will of oppressed believers in the course of history being about to destroy the palaces of black and red tyranny and caused the rightful cry of this oppressed nation and deprived and plundered people of the world to clamor.
The committed nation with high resolution and stable steps ranging from 90 year old man to young adult rush to ballot boxes to determine their own destiny and caused the idle talkers and wishful thinkers tremble, electing a noble man descending from the lineage of prophets to serve Islam, Iran, Muslims and the nation. The people entrusted this responsibility to one who has served the nation, Islam and Iran for four years sincerely and with commitment and clairvoyance. This was after the services he had rendered in pre and post revolution period. May God grant him good!
The esteemed president should note that he stands before the sacred threshold of the Truth, the Glorified, and that what crosses his mind ranging from states of the heart, secret likings to overt and covert practices are in the presence of the Truth and nothing can be concealed from Him, the Glorified, although one may hide them from people. They should note that they are in a capacity that one remark of theirs occasionally destroys a believer and committed person or promotes an incompetent person to a position he does not deserve. His speech may occasionally shed light to Islamic Republic or vice versa.
The position is grave and threat serious. Take refuge in God and ask help from Him. All officials, particularly the president, should avoid fraudulent sycophants and deceitful flatterers and select their advisors from among professional persons whose commitment has been demonstrated in pre-revolution period. Devious people and hypocrites may be disguised as trim persons committed to taqwa (piety) and harm Islam and the Islamic country with our own hand.
You, o, esteemed president and other officials of the country! You know that the powerful people of the East and West, particularly the conspiratorial America, are snake suffering wounds from the Islamic Republic. From the beginning of the revolution, they have employed every possible trick ranging from military attack to designing coup, assassination of characters, setting fire to farms and shops, blind explosions in alleys and streets and theft and rape.
Worse than all is the wide-scope propaganda ploys employed as of the outset of the revolution to the present day aimed to weaken the morale of the resistant people and dear combatants, resorting any lie and accusation. However, thank God, none of their arrows have hit the target; all were boomeranged. Now, we should not be negligent of these wounded snakes. By infiltration of domestic hirelings into government organizations and effective leaders, they will accomplish their ends systematically, misleading the upright people and affiliating the committed ones. Negligence of this fact is tragic and all officials, particularly higher authorities such as heads of the three powers are more subject to their interloping plans, because their deviation may, God forbid, be followed by deviation of the regime.
You and we should know that external and internal Satan and carnal self gradually encourages man from committing small wrongs to bigger ones and suddenly one becomes aware of having been entangled in blasphemy. Therefore, we should consider minor offence as big and prevent corruption from the source. We seek help from God Almighty to protect all of us, particularly against Satan of the self that is the mother of idols.
Now in pursuance of respected votes of the honorable people and acquaintance with a committed and serving authority, Hujjat al-Islam Sayyid `Ali Khamene'i, may God Almighty assist him, I confirm the votes of people after the termination of the present term and appoint him as president of Iran, implore God Almighty to grant him success in serving Islam, the people and the Islamic country. Of course, people's vote and my confirmation persists as long as he remains committed to the straight path he has taken up and to Islam and its brilliant laws, siding with the oppressed and deprived people and combating the oppressors, tyrants and arrogant powers, never compromising with arrogant oppressors, as he will not.
May God guide us towards the straight path of humanity! All officials of the Islamic Republic and we are indebted to the selfless people, particularly the weaker and oppressed layers with whose sacrifice and selflessness the hands of oppressors were curtailed and the rule of arrogant powers were replaced by the government of the oppressed.
This fact should always remain before the eyes of officials that all should serve this layer. Whatever we offer generously and sincerely to this dear nation, we cannot manage appreciating them. May God's peace and mercy be upon His righteous servants!
