یک مجلس ملی که نه مربوط به سفارت انگلیس باشد، نه مربوط به سفارت امریکا باشد.یک همچو مجلسی را به وجود می‌آوریم که برای مملکت ما دلسوز است، دزد نیست، می‌خواهد که خدمت بکند به این مردم؛ اگر یک قراردادی ما بین یک دولتی با دولت ما آوردند، اول خود دولتِ صالح نظر می‌کند اگر چنانچه فاسد باشد ردش می‌کند. بعد اگر چنانچه او ندانست، در مجلس نظر می‌کنند و مصلحت و مَفْسَده ملت را می‌خواهند به جا بیاورند درست می‌کنند. 10 دی 1357
وسنشکل باشراف الشعب نفسه المباشر مجلساً نیابیاً وطنیاً إن شاء الله. لا یرتبط بسفاره انجلترا ولا امیرکا ولا یسعی للدفاع عن مصالحه، فلو دخل فی عضویته مئتان من الصالحین المخلصین لوطننا ومن غیر اللصوص الذین یریدون ملء جیوبهم او الوصول إلی الجاه، بل هدفهم خدمه الشعب، فانه سیهتم بمصالح البلد وإذا قدموا لهمثلًا معاهده بین حکومتنا وإحدی الحکومات الاخری، فسیدرسها ویناقشها طبقاً لمصالح الشعب. ویرصد ما یحتمل وجوده فیها من المفاسد المضره بمصلحه الشعب التی ربما لم تتنبه الیها الحکومه، لان الحکومه الصالحه هی التی تدرس اولًا هذه المعاهدات، فإذا کانت فاسده رفضتها، وقد تعجز عن إدراک بعض المفاسد فیها، فیرصدها المجلس النیابی ویصلحها. ۱ صفر ۱۳۹۹
A national parliament will be brought into being which will have nothing to do with the British embassy and nothing to do with the American embassy, it will be one that will support the interests of neither the one nor the other. We will create such a parliament, God willing. Once such a parliament has been created, then naturally when a matter is discussed there, discussed by two hundred people, for example, two hundred people who are suitable for their posts, who care about our country, who are not thieves, who do not want to line their pockets, who want to serve this nation and are not simply after a title, they will take into account the interests of the country when making their decisions. If an agreement between our country and another is brought to the parliament for approval, of course it should first be scrutinized by the righteous government itself which will throw it out if it is found to be immoral, but if by any chance the government fails to see its faults and it is sent to parliament, the MPs there will study itand decide whether, on the whole, it is in the nation's interests or to its detriment. 31 December 1978
